National Literacy Policy and Plan
The National Literacy Policy required a National and Provincial Literacy Plan to support the implementation of the NLP. Both plans have been drafted as circulation draft that is yet to be circulated for stakeholder’s inputs. The review of the policy in year 2000 has identified the loop holes in the implementation of the policy. There was a need for an ACT to be developed as a legal instrument to support the implementation of the NLP.
